Open Letter from: Democracy Council of Iran (DCI)
To His Excellency Mr. Adel Abdul Mahdi, Prime Minister of Iraq
Sir, with due respect, as you are aware, hundreds of your citizens have been brought in to Iran since late last year by the group name of Hashd-ol-Shaabi militia. They are placed under the command of the terrorist Quds-Force (a part of Iranian Revolutionary Guards Corps-IRGC). Illegal entry, presence and movements of this militia force in our country is causing a great deal of concerns by Iranian peoples.
Your excellency; belligerent and aggressive policies of the Islamic Republic of Iran in the Middle East and its interference in the affairs of other countries of the region, including your own country, have never been accepted or approved by peoples of Iran.
The enormous cost of the perilous wars of the Islamic Republic of Iran has been spent without the consent of the Iranian peoples – from their pockets and their wealth. This has exacerbated the poverty of our country, and coupled with the government economic mismanagement, resulted in the current deep socio-economic crises in the country. Hence, the angry Iranians under the brutal dictatorship of the Islamic Republic are literally in the state of revolt.
The IRGC is hated and have been regarded by Iranian populace as a terrorist organization whose only mission is to protect and perpetuate the despised role of the Islamic Republic of Iran.
In these circumstances, the deployment and presence of Iraqi citizens in the form of Hashd-ol-Shaabi militia under the command of IRGC’s Quds-Force in our southern provinces is clearly intended to confront, suppress and kill Iranians. This is a reality that we wish to bring to your attention.
Your excellency; we are confident that Hashd-ol-Shaabi militia have entered Iran without the permission of the Iraqi government or the Iraqi army. However, given that on January 2016, these militia, with the approval of the Iraqi parliament, have become a part of the Iraqi official national army, are in fact nationals and citizens of your country and are under the authority and administration of your government. Therefore, the Iraqi parliament and Iraqi government are responsible for the illegal presence of Hashd-ol-Shaabi militia in Iran. Moreover, despite the roles and goals of Quds-Fore in this adventure, presence of these Iraqi militia, which are part of your armed forces, is illegal and regarded as involvement in our country’s internal affairs.
Your Excellency; the Iranian Democratic Democracy Council, which consists of parties and political organizations opposing the Islamic Republic, calls on your government, according with the laws and the constitution of Iraq, to order the return of the Hashd-ol-Shaabi militia and all other Iraqi militant groups to Iraq, to reduce the suffering of the Iranian peoples. We are confident that Iraq and its friendly and neighboring peoples have a deep sympathy with their Iranian neighbors. We assure you all Iranian peoples reciprocally share the same feelings toward the good peoples of your country.
Should the crisis of the illegal presence of the Iraqi Hashd-ol-Shaabi militia in Iraq will not be resolved peacefully and legitimately by the government and parliament of your country, the peoples of Iran, will have the right to defend themselves and their land – and the aspiration to drive these militia groups out of their country. But such inaction of your government, will bring serious damage to the peaceful coexistence of our two peoples in the long run
